It seems as if one solution is to use the Deployment Tool, but I have found a much simpler way to solve the problem. This is very frustrating; I have to have Visio 2013 64-bit. One other note: the *.sdx file has two file downloads associated with it: the 32-bit Visio, and the 64-bit Visio. When I change the download location setting, the 32-bit file location changes without issue, but the 64-bit file location remains stuck.
